សាកលវិទ្យាល័យន័រតុនបានរៀបចំបង្កើតកម្មវិធីថ្នាក់ឆ្នាំសិក្សាមូលដ្ឋានតាំងពីឆ្នាំ២០០១ ដោយគណៈកម្មាធិការរៀបចំកម្មវិធីសិក្សា សហការជាមួយសាស្ត្រាចារ្យជំនាញល្បីៗ និងក្រុមអ្នកជំនាញការABVប្រទេសអូស្ត្រាលី និងបានទទួលស្គាល់ជាបន្តបន្ទាប់ពីគណៈកម្មាធិការទទួលស្គាល់គុណភាពអប់រំនៃកម្ពុជា។
កម្មវិធីសិក្សាត្រូវបានរៀបចំស្របតាមការវិវត្តន៍របស់សង្គមនិងសាកលភាវូបនីយកម្មដោយបញ្ជ្រាបនូវអត្តសញ្ញាណជាតិ សង្គមវប្បធម៌ វិទ្យាសាស្ត្រ ពត៌មានវិទ្យា និងភាសាដើម្បីបណ្ដុះបណ្ដាលនិស្សិតឲ្យទទួលបាននូវចំណេះដឹង ជំនាញ និងបំណិនប្រសប់ក្នុងការជ្រើសរើសជំនាញសិក្សាតាមឧបនិស្ស័យរបស់ខ្លួន។ ជាមួយគ្នានោះ ដេប៉ាតឺម៉ង់ក៏ជំរុញឲ្យនិស្សិតចូលរួមសកម្មភាពសិក្សាសង្គមផ្សេងៗដូចជា ទស្សនកិច្ចសិក្សា កម្មសិក្សា សិក្ខាសាលា ការតាំងពិព័រណ៍ ការបង្ហាញសមត្ថភាព ស្នាដៃ និងការប្រកូតប្រជែងពានរង្វាន់ផ្សេង។ល។ដើម្បីពង្រឹង និងកសាងសមត្ថភាពនិស្សិតសម្រាប់ការប្រកួតប្រជែងទីផ្សារការងារនិងអាជីពនាថ្ងៃអនាគត។
ដេបាតឺម៉ង់ថ្នាក់ឆ្នាំសិក្សាមូលដ្ឋានសង្ឃឹមនិងជឿជាក់ថា និស្សិតដែលបានសម្រេចចិត្តចុះឈ្មោះចូលរៀននៅសាកលវិទ្យាល័យន័រតុនពិតជាទទួលបាននូវចំណេះដឹងនិងសមត្ថភាពសម្រាប់កសាងប្រទេស។

Norton University has created the Department of Foundation Studies since 2001, which is organized by the course curriculum committee in collaboration with skillful and qualified professors, experts from ABV Australia and consecutively recognized by the Quality Assurance Unit of Cambodia.
The curriculum is organized in accordance with the globalization and social developments by integrating the national identity, social science, culture and information technology to train students to acquire the knowledge, skills through their talents. Meanwhile, the Department of Foundation Studies also promotes student participation activities such as study tour programs, seminar workshops, student exhibitions and assistance awards achievements etc… these are to strengthen and build up the ability of the students for the competitive job markets and future careers.
The Department of Foundation Studies hopes and strongly believes that students who decide to enroll at Norton University really acquire knowledge and the ability to develop the country.
